With the accelerating pace of urbanization, rural ecotourism, leveraging the resources of "green mountains and clear waters," has emerged as a vital pathway to balance ecological protection with economic growth, address urban residents' demand for natural experiences, and gradually become a key solution to the "Three Rural Issues" (agriculture, rural areas, and farmers) while achieving sustainable development. Based on symbiosis theory and taking Zhengzhou Cherry Gully Scenic Area as the research subject, this study deconstructs the behavioral game models of multiple stakeholders. It analyzes the causes of prevalent issues in local rural ecotourism development, including infrastructure deficiencies, ecological environmental damage, inconsistent service quality, funding and talent shortages, and homogenization of tourism products. Consequently, it proposes synergistic development pathways, such as establishing a digital negotiation platform, a dynamically adaptable interest coordination mechanism, a well-defined contractual framework, Party-building leadership, and constructing a diversified product matrix. The aim is to formulate an operational and scalable collaborative governance framework for the sustainable development of rural ecotourism, thereby contributing to the realization of rural revitalization and common prosperity.
