Abstract: The Researcher aimed to studyData Journalism development of horizons and challenges in Arabworld, Research study applied to a sample of contents of 2 Arab Newspaper (Emarat Alyoum & Al- jazirah Sudai Newspaper) 47 topics for Emarat Alyoum and 46 topics for Al- jazirah forall contentsuntilthe date of15 November 2016. The researcher's sense of the problem came from Challenges and difficulties facing by the data journalism in Arab World and stopped it progress. The researcher has used the descriptive analytical approach as a way of releasing on a compilation of facts and information compared and analyzed and interpreted to reach acceptable generalizations. The most important findings of the study:a- The top topics of data journalism in Arab World are Politics, Sport and economy. InEmarat Alyoumnewspaper the statistics show that 29,7.%for sport topics, 12,7% for Politic, for Economy, Al- jazirahSudanese newspaper statistics shows that17.7% for Politics topics, 13.1% for Economy, and 10,9% for sport topics. b- The weak interest of data journalism in the Arab world regardtosocial and scientific topics, whereas the social topics in EmaratAlyoum newspaper reach to2.2%and it didn’t receive any social topics in Al-jazirah, newspaper, according toscientific topics Emarat Alyoum newspaper, didn’t receive any scientific topic for data journalism during the 21.3%. The study find that data journalism in Arab world depends much on the international resources so in [Emarat Alyoum] local newspapers find the percentage of the international resources reach to 74.5% whereas the local recourses reach to25.5%, and in Al-jazirah newspaper the international resources reach to 63.9% and the local resources reach to 36.1%, that means the international content more than the local Arabic content. The most important Recommendations are: 1- Arab worldshouldcare about data journalism and providing Human and financial potential, which necessary to success and develop the data journalismin Arab world. 2- The Enrichment of the digital content with data and information in all domains and topics, and make Arabic work plan for the sake of realization thepurposes.3-The training of technicians and journalists in field ofdata journalism, to raisetheir technical and journalistic skills.4- Encourage the Arabian investment in this data journalism field, and thegovernments offer the neededfacilities.

Abstract: A scenario known as conflict in face recognition may arise as a result of some disparity-related issues (such as expression, distortion, occlusion and others) leading to a compromise of someone’s identity or contradiction of the intended message. However, addressing this requires the determination and application of appropriate procedures among the various conflict theories both in terms of concepts as well as resolution strategies. Theories such as Marxist, Game theory (Prisoner’s dilemma, Penny matching, Chicken problem), Lanchester theory and Information theory were analyzed in relation to facial images conflict and these were made possible by trying to provide answers to selected questions as far as resolving facial conflict is concerned. It has been observed that the scenarios presented in the Marxist theory agree with the form of resolution expected in the analysis of conflict and its related issues as they relate to face recognition. The study observed that the issue of conflict in facial images can better be analyzed using the concept introduced by the Marxist theory in relation to the Information theory. This is as a result of its resolution strategy which tends to seek a form of balance as result as opposed to the win or lose case scenarios applied in other concepts. This was also consolidated by making reference to the main mechanisms and result scenario applicable in Information theory.

Abstract: Digital libraries, recommender systems and information retrieval are some of the most celebrated breakthroughs in the book of internet evolution. Digital libraries are referred to digital resources that are a collection of electronic materials and technical facilities used in searching, creating, and making use of information. They became important sources of information sharing which are extensions and enhancement of information storage and retrieval system used in manipulating data or materials in digital medium. This designed digital storage are used by set or group of users were they will collect and organize the said storages in a way their contents along with their usability supports the information needs of the said of group of users. These digital information resources have revolutionized many aspects of human lives that includes, in especially, the academia. This research is an attempt to show how internet has paved way for a much easier means of information sharing in various communities across the world. The paper is also an attempt to review the idea behind digital libraries and investigate the use of digital resources among African communities and their socio-economic importance and impact to the continent. The research did also review construction and networking of digital libraries among African institutions, some of which roles are played by e-libraries and information decimation in socio-economic development, sectorial information needs and the issues involved in the lack of establishment of these digital libraries. Lastly, after the paper reviewed works in progress across Africa, it clearly outlined that in a global neighborhood, large work needs to be done in order for African nations to use information in harnessing their full potentials

Abstract: Image segmentation is in fact one of the most fundamental approach of digital image processing. In image processing, segmentation playa an important role. It may be defined as partitioning an image into meaning full regions or objects. In other words we can say that process of segmentation keeps on dividing an image into its constitute sub parts. The level to which the subdivision is carried on depends on type of problem to be solved by researchers. This segmentation process continues unless area of interest is isolated. Set of segment or set of contours that are extracted from the image is the main result of image segmentation. There are various application of image segmentation like locating tumors or other pathologies, measuring tissue volume, surgery aided by computer, treatment and planning, study of various anatomical structure, locating objects in satellite images, fingerprint. There are various types of generalized algorithm and methodology that are developed for image segmentation. Some common technique of image segmentation such as edge detection, thresh holding, region growing and clustering are taken for this study. In fact segmentation algorithm are based on two properties similarity and discontinuity. This paper concentrates on the various methods that are widely used to segment the image.
