E-government Readiness Assessment for Government institutions in Burundi

Abstract: Electronic government (E-government) refers to the use of Information and Communication Technology, and specifically the Internet, as a tool to achieve better government. Indeed, Information and Communication Technology have been introduced in the government sector in the past two (2) decades in an attempt to achieve greater operational efficiency and effectiveness and e-government development is one of the most important factors of public sector rationalization, as well as faster countries' development. Given the growing development of e-government strategies worldwide, the Government of Burundi has also recently taken several measures by introducing e-government services for ensuring easy access to government information and success. The paper has then assessed the e-government readiness of several Government institutions in Burundi. The paper has used a qualitative approach and a framework provided by the European Commission to assess the e-readiness of public institutions. Several interviews with key respondents and an extensive desk review were conducted to ensure an effective data collection process. Hence, the paper revealed that Burundi has one of the lowest e-readiness rate worldwide and comes in at the low end of most of the rankings. The major causes being the lack of political will and the development level of the country. E-government being a good governance reform, the Government of Burundi must ensure a proper political will and sound administrative activities to make the journey to an implementation of e-government more effective.

Abstract: The article analyzes the globalization of social, economic, political, cultural and spiritual relations in the modern world, creating the necessary conditions and opportunities for changing the values, destinies of civilization in one way or another. Also, for the sake of globalization of information culture, both the ways and means of exploitation lie in the alternatives to the social benefits of the information culture of society based on the positive and negative aspects of each other. In this context, the effects of the globalization of information culture, the directions and functional significance of the impact on human civilization are: ethics - good and evil; aesthetics - beauty and ugliness; economics - profit and loss; political science - progress and regression; Complex analysis of the theological science in the context of such categories as sin and good, its essence and functional significance. The article analyzes the developmental laws, positive and negative consequences of the transformation and globalization of information culture in the context of meeting the universal and "mental needs" of the global information space and outlines theoretical and methodological foundations and practical directions for the development of objective conditions and subjective factors. The article was supposed to be the basis for the eradication of the ideological polar world and the emergence of a new format of international cooperation in all socio-political relations, theoretically, the negative effects of civilization related to the transformation and globalization of information culture. Whereas, the emerging global social and political experiences increase the risk of escalation of global problems that are the result of modern civilization, the process of transformation and globalization of information culture based on universal moral and ethical principles, democratic and humanistic principles: humanization of culture, especially the media system.

Knowledge Diffusion from China into Ghana’s Agricultural Sector: Processes, Contexts and Success Variations Among Agricultural Sub Sectors

Abstract: Development literature show that when actors from different territories meet knowledge is likely to be shared in more relational and interactive terms. This argument forms the basis for interrogating the essence of knowledge diffusion from China into Ghana’s agricultural sector in terms of forms, contexts, processes and success variations. The research was qualitative in nature with the deployment of exploratory research design. The study used data collection methods involving 8 interviews and 3 focus group discussions involving purposively selected individuals, groups, state and non-state institutions in the agricultural sector. The dynamics of knowledge diffusion from China into Ghana’s agricultural sector, as the study found out, present certain unique patterns of non uniformity. Such non uniformities formed the basis upon which the knowledge diffusion processes could be understood and applied. Arrays of mediums were found as being used to diffuse the knowledge from China into Ghana’s agricultural sector in the contexts of increasing degrees of technological advancement and state-initiated policy arrangements. The study also found out that the successful diffusion of knowledge from one territory to another largely depends on the linguistic parity as well as foundational knowledge, adaptive power and innovative abilities of the actors in the recipient country. In all cases, the varied degree of diffused knowledge between the territories shows that the involvement of the state could be the defining factor in promoting knowledge diffusion.

A Political and Economic History of Ethiopian Nuer from the 1890s - 1991

Abstract: The Nuers are among the diverse ethnic groups of Ethiopia who live in its southwestern periphery. But there was limitation in recording historical experiences of the Nuers. Thus, this research attempts to record an economic and political history of Ethiopian Nuers. Methodologically, it tended to use narrative history. It has arranged chronologically and attempted to explain how and why events occurred. A qualitative interpretation and analysis of primary sources collected from interviews and archives were undertaken. In addition, critical cross checking of books, journals, reports, and other relevant documents supplemented primary sources. Accordingly, the Nuers had indigenous political tradition. They practiced egalitarian form of political structure. Economically, they were predominantly pastoralists. However, political and economic changes commenced after the arrival of Ethiopian state representatives to the region. Politically leaders with newly introduced political titles had emerged among the Nuers. Those political leaders served as intermediaries between the government and the people. An average degree of diversified economic activities also introduced. Human induced and natural factors eroded reliability of cattle herding. As a result, they began to cultivate crop in some areas of the Baro Salient. Besides, the 1974 Ethiopian revolution brought political reorganization. Some Nuer elites nominated as real government functionaries.
