Abstract: In this paper, the simplified calculation method in the "Load Code for harbor Engineering" to quickly calculate the force on moored ship's lines and wharf bollards under the influence of wind and currents is introduced. In view of the fact that real ship had happened mooring lines breakage accident at berth under ballast condition, use the actual ship X moored at NBGB wharf as an example to verify and calculate the force on ship’s lines and wharf bollards when the ship suffers the most adverse influence. The result show that when the ship encounters a gale (class 8) and a current (velocity 2.6 knot) in ballast condition, some of the mooring lines are subjected to forces close to their breaking strength under the combined effect of wind and current. If there is uneven force on the mooring lines, the possibility of mooring line breakage is great, which is consistent with the actual situation. By calculating and analyzing, give the ship’s mooring stabilize conditions under specific environment. The calculation method in this paper facilitates the captain to judge whether the ship can be safely and steadily moored, and facilitates the port to make clear regulations on the ship’s mooring stabilize according to the actual situation of the berth, which provides important theoretical support for the decision of stability and safety of the moored ship, the proposed preventive measures for the safety risks of stability and safety have reference value for improving the safe operation efficiency for the ship and the terminal.

Abstract: Ethiopia is one of developing countries with the worst road traffic accident records in the world and it ranks second among east African countries. Even if Determinants of road traffic accidents have a major health concern in the world, unlike developed or high-income countries, many developing countries have made very little progress towards addressing this problem. Nonetheless, there are ways to strengthen the reduction of injured persons that will help to lower the toll from road RTAs. The purpose of this paper is to elucidate ways to accomplish these goals in the context of along the road section from considering the Debre Markos-Injibara (150km) road as a cause study. The determinants will established mainly through Descriptive and Inferential analysis. Inferential analysis was carried out using STATA software v14 program (odds ration model regression) and results were generated. This implies that the proportion of variation in the dependent variable (i.e. road traffic accidents) explained by the independent variables (i.e. length of roads, road geometry, road users, presence of road safety, environment and speeding). Based on the results of priority value analysis, out of the 11 sections of the subject road; the Burie, around Finote Selam, Banja, and Finote Selam were highly prone to accidents and corresponding values as: 13, 10.79, 10 and 9.64 respectively. Based on the findings recommendations were proffered on how to reduce the phenomenon of traffic accidents in the study area.

Abstract: This article firstly introduces the characteristics of fire on board ships, which includes “more of ignition sources, flammable and explosive materials, fire spread quickly on board, hard to be extinguished, lack of external assistance, large losses and hazards” ; and secondly takes the fire accident of M. V. Zhonghuafuqiang as an example, elaborating the whole fire extinguishing process of the ship including the discovery of the fire, the initial emergency extinguishing of the fire, closing the fire compartment and releasing CO2 to extinguish the fire , returning to the port of departure for berthing, transferring the command authority from the master to the shore-based fire department, the explosion causing by the opening of the fire compartment by the shore department, and the severe damage of the ship. Third, this article points out that its firefighting mistakes include the loss of the master’s command authority, wrong firefighting procedures and improper use of fire extinguishing agent; then analyzes that the reasons are unclear responsibility and authority between ship and shore, unfamiliarity of the shore-based support department with firefighting procedures and the existence of inapparent dangerous cargo. Finally, this article proposes countermeasures against such mistakes, including clarifying and guaranteeing the command authority of the master, improving the familiarity of the shore-based firefighting support department with firefighting procedures on board, and strengthening the management of inapparent dangerous cargo, etc.

Abstract: Research purposes: With the increase of the operating mileage of electrified railway, the operation and maintenance pressure of catenary is increasing day by day. In order to ensure the continuous, safe and stable operation of the catenary system, it is urgent to develop an objective and accurate quality evaluation method that can reflect the dynamic and static parameters of the catenary, equipment quality, and mean time between failure. Research Conclusions: (1) In this paper, an evaluation method of catenary quality based on weighted rank sum ratio (WRSR) algorithm is proposed. This method adopts the non-integer rank evaluation method, which can bring the numerical difference between the corresponding evaluation indicators of the evaluation object into the entire evaluation algorithm to obtain more objective evaluation results. At the same time, the method adopts the two-level evaluation index of dynamic and static indicators, equipment quality indicators and mean time between failure and the WRSR method, which has strong operability, easier expert intervention and scientific and reliable results. From the theoretical analysis and experimental data, it can be seen that this method can scientifically and effectively evaluate the quality of rail transit catenary equipment in a certain period of time, and the analysis results have a high reference value for the scientific operation and maintenance of the catenary and the formulation of operation and maintenance strategies. (2) The research results are applicable to the professional field railway catenary.
