The reason is clear: each one of the ingredients of interpretation (linguistic, during the, awareness, method, activity, ends, besides ethical principles) is civic insofar by way of science is human-made what is freestanding the human being can only develop those fundamentals indoors society. During the period that assumed in that way, the societal constitution of science is unavoidable. To be sure, the conceptual outline of science belongs to us: science is "our" science. For this reason, the evaluation of existing tourism policy activities becomes necessary to understand the prominence of policies itself in ensuring that tourism is sustained. The study was intended to evaluate the assessment of effective policy as a remedy for sustainable tourism development. The study was guided through by the following objectives; determine the extent to which stakeholders are involved in tourism development, investigate the effectiveness of tourism policy at a local structure, determine the level of attention given to tourism policy, examine the extent to which relevant tourism corporation is involved in tourism policy enactment and review. The study employed descriptive and explanatory design and questionnaires. The hypothesis was tested using Pearson chi-square at 0.05 level confidence. The respondents under the study were 107 employees of the ministry of culture and tourism Abeokuta. The study focused majorly on policy management, people involved in its implementation and how they are being implemented. The result of the first hypothesis calculated at 0.001 reveals that there is a significant relationship between the development of relevant tourism corporation and tourism policy, enactment, and review. The result of the second hypothesis calculated at 0.00 reveals that there is a significant relationship (p<0.05) between the level of attention given to tourism and tourism development. Other findings show that; it is little or no compliance with existing laws that govern tourism, there is minimal participation of relevant stakeholders in tourism development, tourism is not well-grounded in local level structure, and tourism is not given appropriate attention in the nation's development scheme. Based on these findings, it is concluded that there are inadequacies and loopholes in the regulatory laws which need to be visited.

Abstract: Maker space is a shared network platform that brings together many social entities to innovate and start businesses. It has new features such as openness, resource sharing, and social subject diversity. The traditional methods of input factors measured by the organization’s original human, financial, material, research and development are no longer suitable for the development of today's era and economic application. Input-output model needs to be redefined and re-explored. This paper defines the diversified social subject structure of maker space under the perspective of resource sharing. According to the measurability standard of input variables, crowd-sourcing, public support, crowds, crowd-funding, and public research are used as new input variables. A nonlinear input-output model embodying the characteristics of resource sharing is constructed, and through the method of empirical analysis, the output effect of the new input variables is empirically studied. In order to improve the output of the maker space, this paper formulates the input-output path diagram in the field of resource sharing based on the output effect coefficient, and proposes countermeasures and suggestions for how to effectively invest in the innovative space, start up business, policies and public research. The input-output graph of this paper can better reflect the characteristics of the space, and the method is also applicable to other fields of empirical analysis.

Abstract: The Tanzanian censuses for the period of 45 years, from 1967 to 2012, indicate a rapid increase of urban populations from 5.7 percent to 22.6 percent. The increase has created a massive urbanization pressure on social services including water and electricity. Ideally the institutional frameworks of the delivery of these services are expected to interact during planning, budgeting and implementation of those plans. This study aimed to answer the research question that ‘How are water and electricity services delivered in the context of urbanisation’? The study was conducted at Arusha, Mwanza and Dodoma City Councils which includes two State Owned Utilities (SOU) that is Water Supply and Sanitation Authorities (WSSAs) and Tanzania Electric Supply Company Limited (TANESCO) from each city. Purposive sampling was used to select the three cities and key informants from the SOUs and in the city councils. The study participants include: the City Executive Directors, Planning Officers and Urban Planners in the cities as well as the planning officers from the SOUs. Documentary review and interview data collection methods were used to collect data. Content analysis, narrative analysis and phenomenological analysis were used to analyse data collected from the documents and interviews. The findings indicate a slight relationship between the LGAs-cities and SOUs studied, particularly in the preparation of master plan but they do not cooperate in operational activities including planning and budgeting. There is no any formal forum for LGAs and SOUs to meet, discuss their plans and budget as well as implementation of those plans. This study recommends to have an institutional framework whereby the utilities delivering water and electricity meet with the LGAs in a formal forum to discuss the plans, budget and implementation of the same to avoid duplication of effort.

Abstract: In the Ming Dynasty, reading groups proliferated, readers were “no longer restricted to the intellectual class,” nor reading “a special right of scholars.” In recent years, commercial publishing research in the Ming Dynasty has gradually received attention. However, scholars’ attention is still lacking on these questions: When did these books for specific readers begin to enter the public's field of vision? Who compiled the books? And what effect it had on the reading community? This paper attempts to sort out the development of reader communities and reading materials in the Ming Dynasty, taking the readers as the subject of reading and how they construct reading rules, habits, and interests in the Ming Dynasty. As for books, the object of reading, how popular book break the class of "text" within the elite class and begin to provide the general public with access to knowledge. Also, the impact of social background on the reading subject in the specific historical conditions of the Ming Dynasty deserves attention. Few scholars have thus far discussed the specific profile of "readers" and "reading materials." Reading is essentially a collective phenomenon; readers are as much as individuals as members of a reading group. The social background of a reader shapes in a significant way his reading skills, reading concepts, and interpretation strategy. By combing through the social environment, we can explore the reading behavior and reading norms of a particular historical period from a new perspective. This study attempts to expand the cultural and social context on which the "reading action" is based and discuss the social conditions for a particular set of "reading norms" that oriented the reader before the act of reading.

Literature review, introduction of connotation and characteristics, clarification of development problems and countermeasures, combing the influencing factors, summarizing the definition of occupational farmers' entrepreneurial incubation mechanism. In the end, in order to improve the success rate of professional farmers' entrepreneurship incubation, we need to make corresponding adjustments or improvements in two aspects. From the perspective of external conditions, the government needs to provide good policy support, financial institutions innovate the rural financial system, vigorously develop rural infrastructure, to create a good entrepreneurial atmosphere. Abstract: The paper examines the link between life expectancy, public health spending and economic development in Nigeria for the period 1995 to 2017. Data used were life expectancy at birth, public health expenditure and the gross domestic product (GDP) sourced from the World Bank data. Situational analysis, Ordinary Least Square and the granger causality test techniques were employed. The situational analysis showed that the trend of GDP and expectancy were upward while health expenditure had an irregular trend. The OLS result showed that both government spending on health and life expectancy impacted positively and significant on GDP. The granger causality result showed a unidirectional relationship between life expectancy and GDP as causality runs from GDP to life expectancy. Bidirectional relationship exists between life expectancy and health care spending while there was no causality between health expenditure and GDP. The study therefore recommends that government should increase spending on health so as to improve the health status of individuals in terms of their life expectancy. This will in turn lead to an increase in productivity and help increase the country’s national income so as to prepare the nation for the attainment of sustainable development, come 2030.
