Abstract: Since The Reform and Opening-up 40 years ago, China has been committed to the construction of the rule of law in coal industry,Chinese coal legal system has gone through three stages the construction of coal legal system in the initial marketization process, the construction of coal legal system in the period of the initial establishment of socialist market economic system, and the construction of coal legal system in the period of the perfection of market economic system. It can be said that in the past 40 years, great achievements have been made in the construction of coal legal system in China. In the past 40 years, the construction of coal legal system has played an irreplaceable role in protecting occupational safety, preventing and reducing production safety accidents and safeguarding people’s lives and property safety. Since the reform and opening up, China's construction of the rule of law in coal has also increased the country's coal production, realized the mechanization of coal production, and provided a strong impetus for China's industrial development. By summarizing the development process of the construction of coal laws, the development direction of the construction of coal legal system in the new era has been pointed out.

Abstract: With the new round of power industry reform in China, the Power Market Management Committee (PMMC) came into being as an autonomous deliberation and coordination body. PMMC plays a bridge role in power market operation, but its operating mechanism is still in the exploratory stage. Research on how to effectively play the functional role in the power market and avoid the effectiveness of the risk is still blank. In order to scientifically identify and evaluate the operational risks of the PMMC and provide guidance and reference for its operation in the electricity market, the article focuses on its responsibilities and procedures, and benchmarks with similar institutions at home and abroad. The traditional FMEA method is applied to analyze the potential risk causes and consequences of PMMC operation, and nine potential risk factors are extracted, then the initial weights of the risk factors were determined by combining the subjective and objective weighting methods with the intuitionistic fuzzy set FMEA method, then the TOPSIS-GRPM method is used to calculate the gray correlation projection closeness, and the final weight of the risk factor is determined. From the evaluation results, it can be seen that the risk of members' composition, professional ability and authority and responsibility allocation are of high level, and need to be focused on prevention and control. Finally, effective measures to avoid and prevent PMMC are put forward to provide reference for the safe and efficient operation of PMMC in China.

Abstract: In recent years, tourism, especially in terms of marine tourism, has played an important role in the economic development of every country. Profits from tourism activities contribute a significant portion to their total annual incomes. Many countries have put great efforts into developing their marine tourism industries to attract tourists from all over the world. This has created fierce competition among countries which have similar geographic and natural conditions in the same region. In this study, the importance of factors that make a competitive marine tourism industry of major countries in Southeast Asia such as Vietnam, Thailand, Singapore and Malaysia were identified and evaluated by using AHP (Analytic Hierarchy Process). Questionnaires were given to candidates who are working in Southeast Asia or having experiences in traveling to the area to determine the weight of these factors and the preferred country to travel. The results show that Singapore was the most preferred tourism country in Southeast Asia and Quality was the most important factor to be concerned when the tourists consider traveling to the area. Moreover, the strengths and weaknesses of each country have been indicated and provided as useful information for tourists who are planning to visit the Southeast Asia region.

Abstract: The race to compete in the world rankings of universities is one of the most important priorities of scientific universities in recent times. The purpose of this paper is to reduce waste or losses of Arab scientific research outputs to a minimum and optimize the utilization of these outputs, which will positively affect the degree of ranking of Arab universities in the world ranking. The method used in this paper is as follows: statistical parametric theory, testing hypotheses and T-test. The most important conclusions reached through this paper are: The findings indicate that the weaknesses of the Arab universities are concentrated on the lack of scientific research published in the databases adopted in the world rankings of universities. The number of published world research and the number of quotations compared to the number of academics affect significantly and directly on the degree and rank of Arab universities when compared to world universities, The Arab journals should be re-habilitated to ensure that they are included in the Scopus database, and calculate all Arab researches publishing in the databases approved in the world ranking as described in the plan of improvement and approved by the Union of Arab Universities. And Establishing a partnership between International and local universities in the field of innovation. Furthermore, encouraging, holding an annual specialized forum for Arab with foreign academics.

Effects of Climatic Influence on Sweet Potato (Ipomea batatas) Production in Cross River State, Nigeria

Abstract: The study examined the effect of climatic variations influencing sweet potato production in Cross River State, Nigeria in the 2018 cropping season. The study described the socio-economic characteristics of the sweet potato farmers in the study area, identify major climatic factors influencing sweet potato production in the study area, assessed the perceptions of sweet potato farmers on the effects of climatic variations on sweet potato production, and identified measures adopted by sweet potato farmers to improve on its production in the study area. Multi-stage sampling procedure was used to select 200 respondents for the study. Structured questionnaire was used to collect primary data from the farmers. Frequency tables, percentages, means, chi-square (X2) and the likert scale were used to achieve the study objectives. Findings revealed that 62% of the respondents were males, 67% of them were between 21-50 years of age while 61% are married. It also indicated that, 54% had a household size of 1-5 persons, 76% had formal education and 63% of them had sweet potato farming experience of between 6-15 years. On climate variation influence, the study revealed that 76% of the respondents agreed that they perceived climate variation effects on their sweet potato farms. The chi-square results showed that there were perceived significant (p<0.05) climate influence on sweet potato production in the study area. The major climatic elements observed to express serious constraints in sweet potato production in the area were rainfall, temperature, sunshine, relative humidity and flooding as these variables created problems ranging from irregular rainfall pattern, rotting of sweet potato tubers, low soil moisture, early or late cessation of rainfall, water-logging, flooding and erosion. Remedial measures on climate variation influences include; inter-crop sweet potato with other crops, plant sweet potato on ridges and on big mounds, plant early maturity sweet potato and disease resistant varieties. The study recommends that the farmers should adopt cultural farming practices like mulching to conserve the soil moisture, plant tolerant and improved resistant varieties of sweet potato to drought while irrigation scheme for water supply be provided to ensure water supply to the crop at appropriate time.
