Abstract: The Internet of Body (IoB) is changing the global digital medical ecological environment. As many connected, implanted, or ingested IoB devices generate massive biometric and human behavior data to monitor, analyze and even improve health, scientific decisions and actions are urgently needed to address the ethical and legal issues. Amid the global COVID-19 pandemic, numerous IoB technologies and data are being used to monitor and track the novel coronavirus. In the post-pandemic era, the IoB has become the focus of public attention, arousing people’s expectations for application prospects and sparking debate about potential risks. Can these devices help public health departments predict, strengthen management, avoid damage to personal health, and protect user personal information data from misuse? This paper mainly adopts the method of literature survey and case study to discuss what is an IoB device, the classification, characteristics of the devices, and the social benefits and risk control of the devices to ensure data rights, data security, network security, user privacy, which will promote the healthy development of IoB in the health care, work, and life of the people. While supporting the development of IoB technology, we should strengthen supervision, make predictions, strengthen management, protect the health of individuals and groups, maintain network security and data security, and keep users’ personal information and data from being abused.

Abstract: This study examines the determinants of non-agricultural household participation in the Hulla woreda, sidama regional state. For this study, 204 samples of households were selected using a multi-stage sampling method. The researcher used a structured questionnaire to collect data from the sample households. For this study Econometrics analysis method was used. the probit model was used to examine the determinants of household non-agricultural participation in non-agricultural activities. On average, households receive an income of 34,294.8930 birr/year from agriculture and 10,946.6279 birr/year from non-agricultural activities. This study suggests that governments and non-governmental organizations should pay due attention to creating a comprehensive platform to enable households to participate in non-agricultural activities, to increase community awareness and raise awareness of the importance of non-agricultural agriculture for the Livelihood and the economy sharpen security.

Abstract: Public private partnership (PPP) projects like any infrastructure projects have large sunk costs and are area specificity, meaning once constructed they cannot be reallocated and used in a different area as they are only useful in the area where their services are needed. Due to these characteristics, PPPs have high risk of opportunistic behaviour embedded in them. These traits increase investment risks on the part of the private investor. Before any investor decides to participate in an infrastructure project like PPPs, it needs assurance that certain institutional requirements for PPPs in the country in question exist. Existence of such conditions bring about comfort to the investor that the investment will be a success. This expectation is a legitimate one given the high risk associated with infrastructure projects. Once an investment in infrastructure has been made, the investor’s bargaining power declines due to area specificity of such projects and that increases the investment risk for the investor. Hence, the existence of robust regulatory and legal frameworks is imperative for private sector investments in infrastructure projects as they seek to create a level playing field for all parties involved. The objective of this paper is therefore, to discuss these institutional and regulatory requirements from the perspective of a PPP project.

Abstract: One of the dynamics of Indonesian democracy is the birth of local parties in Aceh Province and providing opportunities for individual or independent candidates to participate in the election of regional heads and deputy heads. The existence of local parties in Aceh Province is one form of democracy as regulated in Law Number 11 of 2006 concerning the Government of Aceh. Meanwhile, the participation of individual or independent candidates is to answer the voices of the people who want to participate in developing the country through independent channels without political parties. The purpose of this study is to understand the dynamics that occur in local political democracy in Indonesia. The research methodology uses qualitative methods with data collection techniques conducting observations, interviews, and documentation studies. The results of the study indicate that the dynamics of local political democracy in Indonesia have been running and developing following the evolving world political system. The Indonesian government has also prepared regulations to accommodate the democratic process. This can be seen from the opportunity for individual or independent candidates to be able to participate in the election. However, the results of the study also found that the participation of individual or independent candidates has not shown the strength of the competence, charisma, and image of the candidate to be a determining factor for victory. This can be seen in the percentage of participation and victory in the regional elections that continues to decline. In 2017 there were 101 regions in Indonesia that held simultaneous regional elections with the participation of 80 individual or independent candidates. The data shows that the results of the victory achieved by individual or independent candidates are only in 3 regions and the other 98 regions are dominated by representatives of political parties. Meanwhile, the existence of local parties continues to show their existence by continuing to win seats in parliament. The Aceh Provincial Election Independent Election Commission noted that even the Aceh Party in 2009, 2014, and 2019 always won the elections in Aceh Province by having the most council representation in all regions. However, the number of council representatives from local parties continues to decrease in number, in 2014 there were 33 people and in 2019 there were 28 representatives. The factors that cause the decline in the popularity of local parties are due to the loss of a unifying figure, loss of trust from the community, and many programs that are not pro-people.

Abstract: This study departs from the problem of implementing the policies of the East Kalimantan Provincial Government regarding the protection of sustainable agricultural land in Samarinda City, the factors that hinder the implementation of the East Kalimantan Provincial Regulation on the protection of sustainable agricultural land in the Samarinda City, and the implementation model of the East Kalimantan Provincial Regulation on land protection. The research approach method used in this research is phenomenology, involving informants from public officials, government bureaucrats, regional implementing organizations, and the Head of the Mainstay Farmers and Fishermen Contact Group of Samarinda City. Data was collected by means of in-dept interview, Documentation, and Observation categories. The findings of the study are that topography, land use change, economic and social factors in the city of Samarinda are the causes of delays in policy implementation. Abstract: Astrobiology is a space science discipline that studies the dawn of life and its distribution in the universe. In Nigeria, the study and scientific research on Astrobiology has its challenges which impede scientific growth and development. The Astrobiology Unit of the Centre for Basic Space Science (CBSS), National Space Research and Development Agency (NASRDA) identified these challenges and made recommendations capable of promoting Astrobiology in Nigeria and beyond. The challenges of the unit include data integrity, unavailability of Astrobiology laboratories, lack of collaboration with Nigerian Universities because they don’t offer part or full-time courses in Astrobiology, absence of an Astrobiology Institute in Nigeria and paucity of awareness about Astrobiology to the general public. The awareness level of Astrobiology to the general public was identified in this paper using two quantitative research surveys. The first survey was combined among the staff of CBSS-NASRDA and the University community of the University of Nigeria (UNN). The second survey was among students from senior secondary classes in sixteen selected schools. The sample size (n) for the survey was generated using the standard Fisher’s formula and a sample size of 968 was used. The recommendations of the unit include the introduction of Astrobiology as an emerging field of science to the Nigerian Universities Commission (NUC) by NASRDA, the incorporation of Astrobiology laboratories across different NASRDA Centres, the establishment of a National Institute of Astrobiology through inter-ministerial collaborations, and incorporation of Astrobiology awareness in NASRDA outreach activities.

Abstract: Article 13 of Legislation Law establishes the experimental legislation system of our country. In order to better understand and supervise the pilot experiment, the NPC and its Standing Committee usually require the authorized subjects to make work reports on the pilot experiment in the authorization decision. Different from the "central government to the local government" authorization, the pilot situation reporting system is an important institutional guarantee for the "local government to the central government" to enable the authorization subject to obtain and understand the specific practice and experience of the reform pilot system. At the same time, the pilot situation report system is also the supervision system of the higher subject to the lower subject in each practice link. In the practice of Article 13 of the Legislation Law, the pilot report system does not only include the pilot report system stipulated in the authorization decision, but also include the pilot report system stipulated in the pilot rules and the statutory pilot report system. These three pilot reporting systems together constitute a systematic pilot reporting system from "local to central". However, the three pilot reporting systems are not perfect in practice. There are still problems such as the inconsistent authorization decisions on the obligation of pilot reporting, the incomplete role of statutory pilot reporting, the inconsistent content of the pilot report, and the lack of third-party evaluation.
