Research on the Development Path of Cultural Pension for the Elderly in Rural China

Abstract: As an important part of the rural pension system, cultural pension is an important way for the rural elderly to meet their spiritual and cultural needs and enhance their sense of well-being and access. However, at present, the development level of China's rural elderly cultural pension is low, and it is difficult to meet the needs of the vast number of rural elderly. The study found that the difficulties faced by the rural elderly cultural pension mainly include: the government has less investment in the construction of rural cultural pension, the function of rural family cultural pension is weakened, the service mechanism of rural cultural pension is not perfect, the infrastructure of rural cultural construction is weak, and the supply of rural community cultural pension is lack. In view of the current cultural pension dilemma of the rural elderly, it is necessary to construct the path from the following aspects: vigorously strengthen the propaganda and education of filial piety culture, increase the financial investment in rural cultural pension, enhance the cultural construction infrastructure of the rural elderly, improve the cultural pension regulations and systems and improve the participation of multiple subjects, so as to take scientific and effective measures in order to promote the further improvement of the cultural pension of the rural elderly. Promote the comprehensive and balanced development of the cause of aging and enhance the sense of access, happiness and security of the rural elderly.

Abstract: The global shipbuilding market is commonly classified based on the primary ship type, end use, and regional demand. Notably, there is a consistent and strong demand for tankers, bulkers, gas carriers, containers, and cruise ships, which is expected to persist in the foreseeable future. It is projected that the global shipbuilding market will approach a value of approximately USD 200 billion within the next decade. This presents a noteworthy opportunity for small shipbuilding nations like Bangladesh, particularly in the niche market for small and medium-sized containers, tankers, multipurpose vessels, cargo ships, and specialized ship types ranging from 3000 to 10000 DWT. In addition, there has been a recent surge in foreign direct investment (FDI) within the shipbuilding sector, as countries such as China, Turkey, and the Netherlands have expressed keen interest in this industry. This development further enhances the prospects for growth and expansion. Consequently, this study provides a comprehensive analysis of the global and local shipbuilding markets, with the objective of identifying the suitable market segments for future development in the local shipbuilding industry.

Abstract: Purpose: Analyze the impact of social capital factors on the ability to escape poverty of Mong ethnic households in Thanh Hoa province today. Subjects and methods: The study is conducting semi-structured interviews with 400 representatives of Mong households in Thanh Hoa province. Results: The results of multivariate regression analysis show that the factors belonging to Social Capital affect the ability to escape poverty of Mong ethnic households including: (i) Relationship with family system row; (ii) Mass organizations (Farmers Union, Women's Union, Youth Union); (iii) Households have actively sought out markets for their products; (iv) Power to search for markets for household products. In which, the household's ability to find markets to consume produced products is the most successful element of social capital that affects the ability of Hmong households to escape poverty. Conclusion: Most of the Mong people in Thanh Hoa have relatively limited social capital, such as the ability to borrow capital to use capital, the ability to seek outside jobs, and the ability to plan and orient strategies. The household economic development strategy is still very limited.

Mitigating Construction Delays: Lessons from the COVID-19 Pandemic on Material Supply Disruptions

Abstract: The COVID-19 pandemic affected all urban and rural areas across the globe. Particularly, the pandemic disrupted the material supply impacting all project schedules and project decisions. The purpose of this study is to analyze the materials delay impact due to COVID-19 pandemic on construction projects in terms of their schedule decisions. This study used an online questionnaire survey to collect the data from executive members of the construction companies within the United States. The survey focused on material supply and delivery delay questions organized in two subgroups using the Construction Specifications Institute MasterFormat divisions: (1) Facility Services and (2) Site and Infrastructure. Thirty-two responses from diverse company executive members were analyzed using t-test. The findings indicated that most of the projects were delayed due to either “Material and Labor” or “Material, Labor, and Equipment.” Thus, the two groups were analyzed in depth. The analysis shows that the mean delays were significantly higher for the “Material, Labor, and Equipment” group than the “Material and Labor” group. This is an important finding, suggesting that if similar situations arise, the project managers and/or the decision-makers should consider dedicating their time to the equipment required for those divisions and therefore mitigate delays. The study identifies crucial insights for successful project management during the pandemic, emphasizing the necessity of collaborating with subcontractors to secure essential equipment and address delays. It suggests expediting contract buyouts and submittals in vulnerable divisions to enhance resilience against material supply disruptions. Timely material procurement following project approvals for various durations is vital for minimizing pandemic-induced delays. Additionally, the study recommends adjusting lead times for materials with extended delivery timelines to mitigate construction delays associated with the pandemic. The lesson learned and recommendations from this study contributes to the body of knowledge in project management and project decision making by helping project managers and engineers to understand the impact and awareness of the challenges in material supply disruption during COVID-19 pandemic that could assist managers formulate appropriate strategies on future potential outbreaks.
