Abstract: Jiuzhui gully is located in the Jiexu hydropower station project area, where the debris flow in Jiuzhui gully poses a great threat not only to the construction process, but also to the future operation. With the aim of reducing the risk of disaster caused by debris flow in Jiuzhui gully watershed, we conducted a systematic field investigation to obtain the basic data of this basin. In addition, remote sensing interpretation was employed to identify the area and location of source materials. By means of field investigation, the fundamental data of the whole basin can be acquired, including the topography, angles of the slopes, rainfall conditions, vegetation coverage condition and seismic activity. Combining the field investigation with remote sensing interpretation, the amount of the loose deposits can be calculated, and debris flow initiation can be preliminarily analysed. Subsequently, the debris flow development trend in Jiuzhui gully watershed can be determined from different perspectives. Finally, on the basis of the obtained data, a comprehensive analysis can be conducted, and the conclusion can be drawn that the source materials, rainfall conditions and energy conditions can easily initiate debris flow. So, without engineering countermeasures or an early warning system, the debris flow in Jiuzhui gully may pose a great risk to the construction process and future operation of the hydropower station. In addition, the frequency and scale of the debris flow will be greatly magnified under the coupled effect of a strong earthquake and heavy rainfall.

Abstract: This paper reports on the application procedure for force account for government building projects. The procedure was derived from case study undertaken for renovation and remodelling of three teachers’ colleges and five secondary schools in different areas in Tanzania. The study highlighted the pitfalls observed in the implementation of force account as methods of procurement during and after renovation. The key participants of this method were grouped into three, supervising consultancy, procuring entity and executing team (local skilled labour). It was observed that in order to apply effectively the application of force account, the supervising consultancy has major role with collaboration with procuring entity and executing team based on well detailed documents prepared before and after renovation during implementation of this methods. However, the study finds that the supervising consultancy must be checked with ministry or local authority in the required area in detail to monitor the value for money.

Abstract: This study paper reports on economic empowerment of local skilled labor through force account in building renovation. The case study was based on the selected secondary schools and teachers training colleges located in different parts of Tanzania. The study indicates the participants of renovation work as client, consultant, and local skilled labor (as an executing team). The study reveals the local skilled labors to have gained a lot of knowledge basically on financial management, procurement procedures, healthy and safety, contract management as well as human resource management as they used to manage their work gang. Generally, the study discovered that, force account method has led to the economic empowerment of local skilled labors and hence causing great changes to their life as a result of capital increase and knowledge gain.
