Reflecting the Ancient Administrative Tendencies of the Oyo Kingdom in Modern Local Government System

Abstract: Globally, the debate on the adaptability of traditional institutions into local governance is ongoing. A school of thought believes that traditional institutions foster local government administration especially in mobilizing grassroots support through its traditional strategies. Another school characterized administrative practices of traditional institutions as anachronistic and undemocratic. While synergy among these views is desirable, this study investigates the extent to which tendencies of traditional institutions are reflected in the modernised local government administration. Respondents were selected from Atiba Local Government Council, the Community Leaders, and the Ministry of Local Government and Chieftaincy Matters in Oyo State with a total population (304) and sample size (152). Primary and secondary sources were employed for data collection. The study revealed traditional institutions partake in security administration (80.6%) and information management (84.4%) but not so active in project monitoring (93.3%), on overall the study reported that roles allotted traditional institutions were not statistically significant, c2 (6, 670)=0.414, p > 0.05. The study further established that effects of the traditional institution are more prominent in; effective two-way communication between the grassroots and local government (89.5%), promotion of peace and order (93.3%) but less prominent in collaborative governance (91.1%), it was revealed that effect of traditional institutions on local governance is not statistically significant, c2 (6, 670)=0.007, p > 0.05. For the tendencies of traditional institutions to be harmoniously reflected in the local government administration, institutional and constitutional reforms are hereby recommended.

Abstract: Russia has been on the international stage as a superpower of 10 centuries, reaching its peak in the second half of the twentieth century, when under the leadership of the U.S.S.R. dominated the socialist world, owning the northern half of Asia and the eastern half of Europe, when it had twice the surface area of any other state on Earth, being as much as the USA, China and India together. Even after the most spectacular growth, it experienced its greatest decline, the current Eurasian power and center of Orthodox civilization being in a severe demographic decline, increasingly disadvantaged compared to its highly populated neighbors and in a space crisis and being in the vicinity of the second great dismemberment after the one in 1991, risking its decline to critical dimensions, which would turn it into a small retrograde power, representing the definition of geopolitical failure and probably becoming a shameful case study of this early 21st century. However, there could be a set of perfect geopolitical decisions, which would prevent the national failure and the split of the country, avoiding a foreshadowed scenario for the current century, from which Russia could return among the world's powers, with vast natural, subsoil and agricultural resources so necessary to the booming economies of Asia or the growing population of Africa, giving the opportunity to this old people be respected and courted by all major importers of raw materials.

Abstract: The purpose of this study is to describe and analyze the challenges and problems of implementing decentralization in infrastructure development. In this case the question is related to central and regional development regulations, the interests between the central government and local governments in infrastructure development and related development budget issues. This study uses a descriptive approach (descriptive research) with qualitative research methods (qualitative research). Research findings show the challenges and problems faced in the decentralization of infrastructure development, among others: First, related to differences in regulations between the central government and local governments, central government regulations that are not in accordance with the wishes and make it difficult for the Regional Government of Rokan Hilir District to carry out regional development. Second, there are differences in the interests of the Government which prioritize the interests of the state as a whole compared to the interests of the people in the regions. Third, Actors who have a dominant role in compiling programs, budgets and implementing infrastructure development in the Rokan Hilir District are the executive and legislative. Other actors such as Business Actors, Religious Leaders/Organizations, Educational Institutions/Providers, and Non-Governmental Organizations are less involved in preparing programs, budgets and implementing infrastructure development.. Fourth, the operating budget to pay temporary staff salaries at the Government Office and routine expenditures for the benefit of the government is bigger than the budget used for development. In addition, there are relatively few financial assistance funds from the Provincial Government to the Rokan Hilir district government, so that it does not support the infrastructure development budget.

Abstract: Control in a broad sense is often defined as a tool for good governance within the company, particularly that belonging to the public sphere, where the concept of control is often synonymous with a structural or even regulatory obligation to be observed, particularly at the level of the public structure. The purpose of this article is to highlight, the main attributes defining the mode of control within public structures, particularly in the Moroccan context. Also, it is proposed to examine the positioning of internal control at the level of the national and international context and its evolution within the public entity in Morocco. So, a first section is devoted to a clarification of the concept of governance and a lever value creation. At the second, the context related to internal control at the level of public organizations in Morocco is presented. Then, a close look is taken at the concept of Control as an elementary axis of enlightened and performance-oriented governance. On another level, with regard to the public structure in Morocco, a presentation of the evolution of the concept is exposed, complemented in the last part by a review of the regulatory and organizational framework governing the management of the public portfolio.
