Abstract: In this paper, social empowerment programs for remote indigenous peoples (KAT) evaluated to ensure that the program has run according to established rules or needs improvement and strengthening. This study uses qualitative methods, and the location chosen as the object is Sula District North Maluku, Indonesia. This study was conducted in the KAT Village location: Pancoran Kum Hamlet, North Mangoli District. The result showed that the social empowerment program implementation for remote indigenous communities in the Kadai tribe community in Pancoran Kum Hamlet, Waisakai Village, North Mangoli sub-district, has been going well. According to the determined mechanism, it is seen from the community's positive response when receiving a remote customary community housing program that has been completed. The social service incorporation and village community empowerment is an inhibiting factor in social empowerment programs implementation for small indigenous communities in Pancoram Kum Hamlet. Also, limited funds are an inhibiting factor social empowerment programs implementation, where every year is only IDR 350 Million budgeted in the social sector, one of which is in KAT midwives. Therefore, an increase in the funding portion of both central and regional governments need to maximize the implementation program. The Provincial Government needs to build cooperation with the regency/city government to follow up on the Central Government empowerment program after the community has been successfully relocated or organized in one settlement.

Abstract: This study discusses a new concept on the integration of information technology government management in the archipelagic country. Data were obtained from several websites and social media applications on government matters in North Maluku and surrounding areas. Qualitative analysis is performed on all data collected using the Nvivo 12 application. The study results show that the concept of digital governance augments services of age with the availability and advancement of technology, a strategic and practical public sector. Formulating roadmaps of community digital information systems and e-government include practitioners, online fiscal transparency, performance reporting, improving citizen participation, privacy issues in e-governance, elections via the internet, and E-government network at the local level governance level. E-Government is based on technology policy and digitization policy bureaucracy that is accessible to the community. E-Government regulations include open governance, privacy protection, social media, democracy, organization innovation, managerial efficiency, public service delivery, and citizen involvement. This new concept significantly addresses various government management problems towards the excellent and clean government, especially in an archipelagic country like North Maluku Province, Indonesia. This study requires ongoing studies on the evaluation and performance of government websites in encouraging openness, data availability, dynamic interactions, and accuracy of various data, users, and digital service systems.

Abstract: Different fiscal systems may shape different relationships of the central-local government. The transition of the fiscal system is an important perspective to interpret the changes of the relationship between the central and local governments. From the perspective of historical institutionalism, this paper analyzes the changes of China’s fiscal system and the corresponding central-local relationship since the founding of the People’s Republic of China. Since 1949, China’s fiscal administration system has undergone a continuous change process: the fiscal system characterized by “unified revenue and unified expenditure” in the prime of the founding of China, the fiscal system characterized by “fiscal responsibility” in 1980s (the reform and opening-up) and the fiscal system characterized by the tax-sharing system gradually improved. Accordingly, with the evolution of the fiscal system, the central-local relationship characterized by “centralization of authority”, “decentralization and profit sharing” and “grant decision in economy” have been formed respectively. In view of the above, the conclusion is drawn: with the constant reform of the fiscal system, the relationship between the central and local governments is gradually moving from “‘control’ and ‘being controlled’” towards “synergy and cooperation” in China. Finally, they will achieve a benign development.

Abstract: Thematic Village Policy (KDT) is one of the priority policies of the Pamekasan Regency Government in the 2018-2023 Regional Medium-Term Development Plan (RPJMD). This policy emphasizes its implementation in the village area, so it is clearly needed the support and participation of the head of village as the leader at the village level to make it happen. One year after the launch of the program, the significance of this program was not yet apparent, so researchers were interested in gathering head of villages in KDT. This qualitative research using interview method used 4 informants from villages that had different qualifications, namely the Independent, Advanced, Developing and Disadvantaged Villages selected based on the southern, central and northern regions of Pamekasan Regency. KDT did not invite many head of villages, and the technical guidelines had not been developed properly, but the participation of head of villages as a whole was very high, meaning that all villages could realize KDT, according to a qualitative agreement, participatory participation was low, because there were findings that appeared not based on a complete understanding with regard to the policy concept, it is therefore agreed that standard negotiations be made, optimizing the driving factors and inhibiting factors, and it is necessary to replicate the ideal model of head of village election so that it is more optimal.
