Abstract: People are not alike. Hence, the basic difficulty in a democracy is that elections may determine the general stance of policy, but do not provide operational information on how to customize for diversity in the business of governance in a world that in changing after the crash-landing of covid-19. This background calls for a restructuring of social security, and introduces a situational mode of contracting that deals with asymmetric information in principal-agent theory when perspectives of suppliers and beneficiaries of public support may differ. Its core question is how to combine customized support for diverging needs, capabilities and employability, as recognized by caseworkers, with customized obligations on the part of beneficiaries, in co-production between civil servants and individual clients or their representative organizations. Situational contracts match demand and supply in social support throughout the process of public policymaking and delivery, and in horizontal relations with network partners as well. Inspired by recent findings from behavioral public administration, the situational mode deals with complexity in a consensual principal-agent model. This paper claims that there is scope for transaction as a tool to reveal, from the actual decisions taken, how we can match efficiency and fairness in a mode of situational contracting as developed below.

Abstract: The predetermined relevance of crime research in large-scale cities does not raise any doubts among scientists around the world. Despite the existence of typical signs of a megalopolis, all urban agglomerations of the world have their own characteristics which determine, among other things, the unique character of crime on their territory. This background requires attention to the main indicators of crime and introduces a situational way of analyzing them. And although the extremely large-scale cities of Russia differ from the largest megacities of the world, the study of crime indicators in them can make a significant contribution to the process of creating an effective crime prevention system. In Russia, only Moscow is comparable to the generally accepted notion of a metropolis. At the same time, the largest cities of Russia with a population of over 1 million people have trends in evolving crime that are similar to circumstances in foreign cities. In this regard, the proposed study will be interesting for criminologists studying crime dynamics in urban agglomerations. This paper claims that there is scope for counteraction of the most common crimes, taking into account the place and method of their commission. The results obtained are relevant and suitable for a qualitative analysis of the measuring crime.

Abstract: The theoretical, methodological and practical aspects of management and self-government at the local level in the post-Soviet states are reflected. The Introduction outlined the objectivity of the transition to models of governance at the local level based on the principles of classical liberalism and democracy. In Western countries, they were formed in a specific historical form, taking into account the peculiarities of social development and national specifics. In post-Soviet countries, the replacement of social structures of the former state system was not always confirmed by the adequacy of the principles of the rule of law and the experience of full-fledged statehood. The main part notes the differences in methods, models and content of civil society institutions. In theoretical terms, there is a lack of identity of the concepts that form the system of governance at the local level, including civil society institutions, as well as differences in their powers at the levels of hierarchy. The diversity of subjects of influence poorly takes into account the differences in approaches, methods, management technologies and tools for influencing the control object. In the course of the evolution of the liberal model, the centralized functions of public administration in the previous model were only monopolized within the national framework. In the course of this modernization, it is necessary to better take into account the challenges of a global nature; common previous experience; national traditions, as well as strategic goals for the development of new national entities. Positive processes of democratization of public administration do not exclude the need to develop all institutions of civil society. Kazakhstan needs to pay attention to the processes of democratization of civil society as a whole; assistance to structures for coordinating local self-government institutions at the national and regional levels; creating public councils representing the interests of the population, and provide them with material and financial resources; various forms of interregional cooperation, taking into account foreign experience. The Conclusion reflects measures to enhance the role of civil society institutions in modern conditions, taking into account their importance for the CIS countries, including future studies of this problem.

Abstract: PT Adaro Indonesia is a mining company that conducts coal exploration and mining activities with the 3rd largest production in the world, one of the mining locations is located in Balangan Regency, South Kalimantan, Indonesia, Based on data released by the Central Statistics Agency for South Kalimantan in 2016 - 2019 economic growth balance in Balangan Regency. is the lowest economic growth among other regencies/cities, Bank Indonesia (BI) South Kalimantan region in 2019 the mining sector is still the prima donna of economic growth in the province of South Kalimantan, especially in Balangan Regency, if you look closely this shows that there are problems when viewed from one of the indicators of success community empowerment, theoretically it is stated that empowerment should not create dependence, but must be able to encourage the creation of creativity and community independence. This study aims to (1) analyze the policies of PT Adaro Indonesia's corporate social responsibility (CSR) program in Community Empowerment in Balangan Regency, (2) analyze the impact of PT Adaro Indonesia's corporate social responsibility (CSR) program on Community Empowerment in Balangan Regency and (3) Finding the right program policy evaluation model in community empowerment. The research method used in this study is a descriptive method with a qualitative approach. Determination of informants purposively (purposeful), the analysis technique used is data reduction, data display, verification. The results show that (1) PT Adaro Indonesia's corporate social responsibility (CSR) policy in empowering the people of Balangan Regency has not been implemented optimally, (2) the impact of PT Adaro Indonesia's CSR program has not fully provided a positive impact for the government and the people of Balangan Regency., (3) the program policy evaluation model that researchers offer starts from 1. Management Management, 2. Defined programs, 3. Target groups, 4. Implementation and 5. Impact. The advice given is that the authorities need to redesign the management of PT Adaro Indonesia's CSR funds.

Abstract: Tuberculosis (TB) is still a public health problem in Indonesia and ranks second in the world. Obstacles in implementation of public policies, the National the TB Control Program, the low number of new cases finding, will hinder TB Elimination 2030. The involvement of the private sector and the community in Pasuruan City has increased the case finding rate in the last three years but has not yet reached the target. The finding of TB patients in Diabetes Mellitus (DM) patients is three times higher than the general population, and the prevalence of TB in DM patients is ten times higher than in non-diabetic patients. The purpose of this study was to analyze the partnership model that was carried out and to develop a model for implementing partnerships: Public-Private Mix (PPM) in Pasuruan City. Methodology with a qualitative study goes through the exploration process understands and obstacles of the implementation model the collaboration of the TB control program. Results of the study that principles of partnership that are carried out are only in trust, equality, mutual benefit, and risk-sharing. Then a partnership the model was developed PPM TDC (TB-DM Collaboration), a strategy development to improve case finding and service quality involving primary, secondary and government-private health facilities by collaborating with TB and DM programs, and implementing the principle of Commitment, Cooperation, Trust, Communication, Quality of service, Dependancy, Adaptability, and Profit. As a conclusion of the partnership model: PPM TDC can be an effort to accelerate the achievement of TB elimination. Suggestions for District/Municipality Governments that have implemented PPM are to evaluate and develop the TDC PPM approach, which has not been able to carry directly out the TDC PPM approach. PPM TDC evaluation is carried out by an integrated monitoring team involving academics, professional organizations and periodically.

Abstract: Early marriage in Hulu Sungai Utara Regency increases from year to year. The cases of marriage dispensation in 2018 were 15 cases and increased to 53 cases in 2019, and up to 168 cases in 2020. Those cases cannot be separated from the impact on revision of the previous Marriage Law where the minimum age of marriage for women is changed from 16 years old to be 19 years old. Of course, this has an impact on the condition of the community in the field. This research used data reduction, data presentation, and drawing conclusions, to sharpen, classify, direct, discard unnecessary, and organize data in such a way that final conclusions can be drawn and verified, by using 11 informants whose implementation results were drawn into a model for preventing early marriage, it was also supported by marriage dispensation data for the last four years and population data in Hulu Sungai Utara Regency. The trigger for early marriage also occurs due to several factors, such as economic problems, education dropouts, morality problems, and community perception. Based on the conclusion, it was found that the models for preventing early marriage are determining an equation perception of implementing early marriage policies, focusing on increasing established family, improving community morality and changing society culture.
