Reframing Cultural Governance: Instrumentality and the Discursive Turn in Cultural Policy

Abstract: Cultural policy is far from being a neutral facilitator of cultural production and consumption. Contemporary cultural governance is profoundly influenced by the strategic, and often implicit, agendas and political projects of its key actors. Cultural policies, indeed, have evolved into an instrumental tool leveraged by governments to address broader policy issues and state interests such as education, social cohesion, economic development, and even diplomatic relations. This article examines the intersection of governance, policy, and discourse within the context of cultural policy. It argues that approaching cultural policy through discourse is essential for unpacking its foundational concepts, structural arrangements, and agents involved in its propagation. It explores the notion of cultural governance with an emphasis on the instrumental turn in cultural policy, which serves to advance specific political and economic agendas. Contemporary societies are characterised by a complex web of governance structures and cultural dynamics, where traditional forms of government are increasingly challenged by the evolving concept of governance. The transition from government-centric approaches to the broader framework of governance has sparked vigorous debate within mainstream disciplines such as political science, policy sciences, and public administration, but also in other disciplines such as Cultural Studies and cultural policy studies.

Peaceful Coexistence in Compassionate Conservation: A Policy Discourse Analysis

Abstract: The principle of 'peaceful coexistence' in compassionate conservation emphasizes the need to assess and transform conservation practices to resolve conflicts between humans and animals. Zoos and aquariums, intended to foster connections between people and nature, serve as sites of daily interaction among various stakeholders, such as zookeepers, veterinarians, and ethologists. This research aims to examine how South Korea's Aquarium and Zoo Management Act, along with animal welfare, animal rights, and conservation discourse coalitions, critically evaluate and influence the management of captive animals to promote harmonious human-animal coexistence. Using a policy discourse analysis approach, the study investigates how these discourse coalitions frame policy issues and solutions in South Korean zoo management. By analysing semi-structured interviews, media content, and policy documents, this research identifies the need to emphasize a positive welfare state, leverage the influence of animal welfare discourse coalitions, and build networks and regulations that enforce welfare standards for captive animal management, ultimately realizing the principle of peaceful coexistence.

Managing Climate Risks and Adaptation in Coastal Communities: How to Provide Information

Abstract: In recent years, climate adaptation has gained significant attention from policymakers and public managers. In the U.S., states play a crucial role in developing coastal management policies, initiatives, and programs to reduce climate risks and enhance protection against extreme weather. Despite various approaches, few studies have examined information provision tools for coastal hazard mitigation and climate adaptation. As a result, there is limited knowledge about effective adaptation tools with low transaction costs. Using the StormSmart Coasts program as a case study, this research explores information-based climate adaptation and the components needed for a successful information-sharing platform. Established by the Massachusetts Office of Coastal Zone Management in 2008, StormSmart Coasts is a web-based program offering practical information for hazard mitigation to local decision-makers and communities. The study identifies three key features of an effective tool: providing tailored information to different stakeholders, serving as an outreach tool, and connecting with diverse stakeholders, including local managers and homeowners. The findings suggest that a well-designed information-sharing tool can enhance adaptive capacity and improve climate change preparedness in coastal communities.
