Abstract: Plastic waste is an issue highlighted in Indonesia, especially the management of plastic waste and COVID-19 plastic waste. Now it is often the talk of society about how to manage plastic waste, COVID-19 plastic waste, and why people throw it away not according to regulations. This study aims to analyze the weaknesses of the waste management policy strategy and provide the best solution. A qualitative research approach using purposive sampling has been determined for policy-makers at the provincial and city levels, COVID-19 waste and waste managers, informal community leaders, and community members. Initial data was obtained using a Systematic Literature Review, and further data was obtained from in-depth interviews with 180 key informants. The results of this study indicate that the success of COVID-19 plastic waste management will run more optimally if it is communicated to the entire community community through the information, communication, and education program, follows procedures, has an adequate budget, increases knowledge through training, and disseminates regulations to improve community behavior. The contribution of this research lies in two key factors; namely, success is largely determined by the involvement of the House of Representatives Province and City to increase the budget for plastic waste and Covid-19 waste management and increase public knowledge through regulatory communication.

Abstract: In order to promote government innovation, this article outlines the overall goal of bureaucratic reform in Indonesia as well as how it is being implemented in North Moluccas Province. An exploratory qualitative methodology is used in this article's data analysis, which is complemented by theoretical evaluations of many sources on public administration innovation trends, public service innovation, and government innovation strategies. According to the theoretical review analysis, it indicates how a notion has changed from the most recent trend to the previous trend. This study must be done in order to comprehend the paradigm change in Indonesian economic innovation from conventional models to digital-based innovation. It is crucial to do this study to learn more about Indonesia's regional innovation's paradigm change from traditional models to bureaucratic innovation based on digital technologies. How come? By focusing this research in North Moluccas, it needs a new innovation in island-based administration since its topography comprises of isolated islands that are challenging to link in the public service network. The internal dynamics of Indonesia's Grand Design Bureaucracy from 2010 to 2014, 2015 to 2019, and 2020 to 2024 are related to this change in the trend. A number of conclusions are drawn from the discussion of this article, including the need that the North Maluku Provincial Government compare its accomplishments to those of other regional innovation indexes. By empowering state employees to carry out the digital transformation of public administration and services, North Maluku Province may accomplish public service innovation. The future of civilization, collective intelligence, and creative public service methods will be impacted by these autonomous data-based decision-making processes.

Abstract: This study focuses on evaluating the quality assurance policy of primary school education at the Education Office of Ponorogo Regency. The basic education quality assurance policy that will be considered is the Minister of Education and Culture Regulation Number 28 of 2016 concerning the Quality Assurance System for Primary and Secondary Education; from the aspect of quality assurance. This study used a qualitative descriptive research method. The data analysis technique used was evaluation. Data were analyzed interactively. Single Program evaluation model, with ongoing evaluation (ongoing/concurrent evaluation), is carried out when the program is implemented. The criteria for evaluating public policies are effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy—the study's results. The quality assurance of primary school education has met the evaluation criteria of public policy, but the results of quality assurance have yet to reach the expected SNP. All schools have implemented SPMI and have implemented SPME through accreditation activities. Quality assurance has not come from the SNP because the SPMI induction system influences it through model schools, the occurrence of information reduction has an impact on the availability and ability of resources, and the quality audit team has not worked according to their duties and functions, not all schools use the quality report card/report card of the education unit in the preparation of plans School work, and assistance from school supervisors is less than optimal.

Abstract: The implementation of the school management system has a strategic role in supporting the implementation of public services at the education unit level. The role and function of supervision are needed to monitor, foster, assess, and provide professional guidance to principals, teachers, and education personnel in their target schools. The phenomenon in the field shows a gap in the quality standards of education set by the government and its implementation. No school has met the SNP of the 71 primary schools in Madiun City. This research was conducted because elementary schools in Madiun City do not yet have a quality culture according to the standards set by the government. This study aims to: a. Describe and analyze school management in realizing a quality culture. b. Analyze the factors inhibiting and supporting school management in realizing a quality culture. c. Develop a management model that can encourage a quality culture. The study was conducted qualitatively. The results of the study are as follows; a. The management of elementary schools in Madiun City has met the criteria for quality culture, but at the implementation level, it is not optimal. It can be seen that school management is not optimal, so the quality culture has not been realized as expected by the government. b. Supporting factors, schools are committed to implementing SPMI towards quality cultured schools following applicable regulations, supported by educators and education staff who have the appropriate qualifications. Provisions, a management information system, and the availability of special officers. The inhibiting factor is the low achievement value of implementing curriculum aspects that do not follow the provisions because of the application of local content curriculum aspects. The regulation of learning load based on the form of material deepening is still low, and the implementation of the learning and assessment process is not following the provisions. c. school management model to make school management more effective requires maximum stakeholder involvement through the Development of All Schools.
