Abstract: There are allegations of problems in the realm of implementation and the substance of the policy authority for managing the state maritime border area by BPP NTT in the Rote Ndao Regency area, East Nusa Tenggara Province, which affects the organizational communication ability of BPP NTT as the management coordinator, so research has been carried out to criticize the policy implementation process, and understanding the philosophical relationship between the substance of authority and the communication capabilities of the organization, as well as finding a new organizational model for the management of the ideal state maritime border area. The research was conducted using the Hybrid Implementation Model (a combination of the Grindle, Edward III, and Mazmanian Sebastier Implementation Models) with a Critical Paradigm approach. The results of the study show that problems in the Substance Dimension, regarding the weakness of authority, have an impact on the existing issues in the Operation Dimension, Organizational Dimension, and Communication Dimension, causing the low ability of the BPP NTT to act as a management coordinator in realizing policy objectives in the security aspect and prosperity aspect. The study's results also show a hegemony of central government power in managing the country's maritime border area, with indications of the floating authority phenomenon in the substance of the authority of the BPP NTT. Meanwhile, the ideal model for managing state maritime border areas is the Authorization Agency Model.

Abstract: Currently, the eased of COVID-19 restriction in several countries initiate a hope to the world about living with COVID-19 in the form of endemic phase. The emergence of endemic in public administration overview is lead to the concept of decentralization. Several studies shown the obstacles arise to the policy response of the last COVID-19 management in most of the local government. Therefore, this study is intended to explore the problem faced by Surabaya City as the preparedness of endemic transition. It is a kind of descriptive research that is conducted through a qualitative approach by using semi-structured interviews. This inquiry has been conducted in Surabaya as the capital city of East Java Province with the highest heterogeny population that seems more complex in facing the problem. The finding of this study confirms the problems arise in the transition from pandemic to endemic COVID-19 in Surabaya City. This problem consists of: (1) no legal regulation appropriate; (2) health infrastructure crisis; (3) economic crisis; (4) loss of social work. Our result is expected to contribute as a reference for scholars and organizations that are trying to prepare deeper efforts in their organizations before endemic discourse is officially implemented.

Abstract: The thesis that corruption is a negative phenomenon that massively permeates all spheres of both the public and public sectors does not require proof, not just in two, but in a significant number of states around the world. The modern existence of the phenomenon under consideration is historically conditioned and quite natural. This problem is relevant for any country, even for one where, it would seem, there are long-standing democratic traditions and a certain structure of public power has been formed. The fact is that sooner or later both external and internal conditions change, and this requires an understanding of the effectiveness of the adopted model and, possibly, its revision. Moreover, an analysis of the effectiveness and degree of optimality of constitutional constructions is necessary for post-totalitarian countries with still weak traditions of public political life. This paper investigates the modern vectors to the formation of the effective anti-corruption policy as the component of a legitimacy of the economic security system in Ukraine. The article presents practical recommendations for improving effective anti-corruption policy in Ukraine and ways for using of state regulatory imperatives to combat systemic corruption in the national economy. The paper examines in detail the historical evolution of views on the basis of the origin and perception of corruption in public relations; explored and substantiated the key foundations of systemic corruption and its basic varieties; studied the anti-corruption strategy of Ukraine in 2020-2024. Authors have considered and substantiated the implementation of the experience of foreign countries in the area against corruption in national legislation, the barometer of global corruption in the coordinates of the economic development of Ukraine. Now there are a number of fundatory international acts-specialized and secondary, which relate to certain aspects of the international legal regulation of the fight against corruption in the world. The initiators of their adoption (union recognition of the problem and the same, cooperative opposition to it by a group of states of the world) are global and regional international organizations. Accordingly, within the framework of this work, international standards for combating corruption are analyzed in the retrospective aspect. The authors in this scientific work investigated the state guarantees of anti-corruption security as a determining condition for real progress on the European integration path of Ukraine.

Abstract: The informality of Strategic Research Project Management procedures is still a reality in several health science and technology institutions in Brazil, with a recognized negative impact on innovation management. The objective of this work is to verify the scientific and academic production related to the methodologies of strategic management of research projects and innovation in health in the databases of journals in the last 10 years, in the period from 2011 to 2021. The methodology used was the systematic review of literature based on the criteria of Tranfield, Denyer, and Smart (2003) to ensure the scope and impartiality of the research. The question that guided the selection of articles in this study was: “What are the main methodological references for the strategic management of research projects and innovation in health proposed in the scientific literature?” The databases defined for searches were Pubmed, SciELO, and Lilacs. 90 records were screened and reviewed by crossing keywords, descriptors, and eligibility criteria listed in research and innovation. The data collected for screening referred to specific information on the source/article/document (title, authors, journal, year, language) and main characteristics of the study (population profile, research context, objective, methodology used), as well as identification of emerging themes and additional notes. We conclude that, despite the interest in publications on the subject in question, the application of strategic management in research and innovation projects in Health is still emerging not only in Brazil but also in other countries recognized for the development of this area of study. The systematic review made it possible to identify the main practices described in scientific articles, which may help in assessing the implications and benefits generated using these strategies.
