Abstract: This paper examined rural accessibility and distribution of public facilities in ise-orun local government areas of Ekiti State, Nigeria. Purposive sampling techniques were used to select 5 sampled rural settlements in the study area during reconnaissance survey while random sampling method was used to select one hundred and fifteen (150) adult respondents in the study area. The data collected were subjected to both descriptive and inferential statistical analyses. Chi-square statistical analysis was employed to test the significance of the stated hypothesis at α = 0.05. it was discovered that the calculated Chi-square value of 9.28 is lesser than the tabulated value (18.31), therefore the null hypothesis is rejected, while the alternative hypothesis is accepted. Meaning that road accessibility has great influence on spatial distribution of social infrastructure in the study area. In this wise the paper recommends that provision of basic infrastructural facilities such as well accessible roads, pipe borne water and electricity among others, should be given priority to further aids the growth of the rural areas for better rural sustainability and development of Ise-Orun LGAs.

Abstract: China advocates the spirit of the 21st-Century Maritime Silk Road (21CMSR) -“peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit”. The routes of the 21CMSR need to certainly passage the South China Sea (SCS) which is surrounded by China and ASEAN countries, therefore, the jointly building the 21CMSR between China and ASEAN is a geographically natural mission. The process of jointly building shall depend on a wide range of cooperations and exchanges, which is explicitly stipulated by UN Charter, the UNCLOS, the DOC as well as many other regional agreements and documents. To construct the legal mechanisms is a significant guarantee for clarifying each party’s rights and obligations and promoting their cooperations and exchanges. As a consequence, China and ASEAN should jointly build some particularly crucial legal mechanisms including a code of conduct in the SCS which should be endowed the binding force, a mechanism of the regional economic and trading cooperation, a mechanism of the regional connectivity and a mechanism of the environmental protection.

Abstract: E-governance, a paradigm shift from the traditional approaches in public administration, has been recognized as a pivotal force for transformational improvement of governance in quality, responsiveness, efficiency and effectiveness. Advancement in Information and Communication Technology (ICT) as well as immense pressure of globalization thus has brought about a new dimension to the concept of governance. Basically, the quintessence of good governance lies in the best installation of ICT based governance mechanism through widening the way for more transparency and increased accountability. The objective of this study is to identify the nexus between e-governance and good governance in the context of Bangladesh. Accountability, transparency, efficiency, decentralization, administrative reform and satisfaction regarding public services by its clients are noticeable problem areas in the present governance of the country. On the basis of lessons learned from successful practices in developing countries and various research reports, this study suggests that e-governance mechanism, an antidote to poor governance, can play a significant role in ensuring good governance and thus offers the opportunities to transformational change in public administration of Bangladesh.

Abstract: The research aims to highlight cultural values and norms that are impeding practices related to child marriage in Red Sea State. The paper focuses on the concept and analytical approach to assess child marriage as one form of the various forms of marital relations. The paper analyzed the interaction relationship between early marriage practices in certain RSS localities with local community perceptions and traditional beliefs. The methodology to achieve the objectives were based on descriptive analytic approaches based on interviews, case studies and questionnaires for households in three localities namely, Sinkat, Haya and Toker. Research for early marriage are linked to the desire of relatives to preserve wealth, purity and fear of shame which girls may be subjected to with delayed marriage. It is seen as simple, non costly marriage which goes hand in hand with other values of rural areas. The impact of early marriage on social and cultural fabric was not clearly understood by locality inhabitant as 60% of the society reflected positively on the advantages of the phenomena. Fifty nine percent of the questionnaire recipient advocate that suitable marriage age is 12-18 years. The after-effects of early marriage on health and death during pregnancy are thought to decrease with education and nutrition. Evidence from localities reflect that women empowerment is low and as a consequence, social development factors are also affecting cultural fabric.

Abstract: Language plays an important role in constructing identities in a society. The Punjabi Language is a member of the modern Indo-Aryan family of languages. It has a very rich culture, especially in the rural areas of Punjab. Punjabi language has a strong connection with the culture and its norms. Punjabi society is a patriarchal society in which, male members who bear the decision-making authority, head the families. Women are usually not included in making decisions and are considered socially and economically dependent on men. Women "consider themselves insecure, incomplete, ineffective and inefficient without males". Therefore, the male dominance becomes one of the significant predictor of the male discrimination against women. Power relations are maintained through the use of Punjabi proverbs. The female gender endures gender discrimination and low self-esteem. Male dominance is also exercised through the use of proverbs. The current research aims to expose the male dominance and the negative connotations attached with the identity of female gender in the Punjabi society. Female gender will get awareness of their identities constructed through the use of language in the proverbs. The qualitative research method has been employed to research randomly selected 20 Punjabi proverbs. It employs critical discourse analysis as its theoretical framework. Norman Fairclough’ 3D model has been used to do textual analysis. The proverbs have been taken from the famous book “Punjabi Akhaan”. The proverbs have been analyzed on the literal, contextual, syntactic, semantic and pragmatic levels. They have also been dissected on the micro, meso and macro levels to analyze them from the different perspectives. The frequency of the use of Punjabi proverbs has also been observed. After the research, it has been concluded that male dominance in the Punjabi language causes gender discrimination and false representation of female identities. The kind of images constructed in the Punjabi proverbial language truly labels the female gender permanently with the negative connotations. It hinders their progress as well as their status. All the females of Punjabi culture will be benefitted with the current research. It will enable them to understand the kind of male dominance and gender discrimination in the Punjabi language. As a result they will be able to understand the authenticity and the true value attached to these proverbs.

A Critical Approach to Gender Identities in the “Muxe” Case

Abstract: This paper provides an interdisciplinary approach to the Muxe collective, a sexual diverse community rooted in the millenary Zapotecan culture, located in southern Mexico. The muxe subjectivity is portrayed in some interviews, based on the focal life history methodology. As a critical approach to gender issues, this analysis emphasizes the fluidity of the sexual and gender subjectivity of the muxeidad with ethnical, ethical and communitarian dimensions. The social context is considered from the concept of necropower, coined by the African thinker Achille Mbembe. The experiences of violence and oppression in the muxes’ lives are analyzed, as well as the tactics and strategies of resistance that they have developed over recent years. Muxes have an extraordinary resilience that translates into bountiful spirituality. The dimensions through which they express their identities, practices and political options are quite symbolic and diverse. The values, beliefs and spiritual practices result inextricably linked to the muxe subjectivity, allowing us to understand that this community is a sign of change of world, as a theological reading in which their resilience may reflect a Messianic anticipation of the Kingdom of God. An analysis of these resistances in the case of some muxe individuals and collectives demonstrates the crucial importance of dismantling the sacrificial religion that justifies the segregation and scapegoating of the muxes. The original wound of being human is transformed here from fragility to resilience, into what can be considered an eschatological anticipation of the messianic temporality. In conclusion, this paper asserts that the muxe collective portrays a glimpse of another kind of intersubjective paradigm.
