Dilemmas and Reflections on the Legal Transplantation of the EU AI Act by Latin American Countries from a Functional Comparative Perspective

Abstract: This paper examines the systematic legal transplantation phenomenon of the European Union's Artificial Intelligence Act (EU AI Act) among some Latin American countries, such as Brazil and Peru, through the lens of function-oriented comparison, taking anti-discrimination rules as an example. It has been discovered that, while these countries have generally introduced the EU's leading, risk-oriented regulatory model for new AI applications and safeguards against core interests, the resulting regulatory mismatch is substantial. Analysis finds deficiencies in this transplantation include the lack of corresponding institutional enforcement capabilities and inflexible risk classification systems that are not tailored to local priorities or technological situations. Although the papers deal with apparently identical themes such as anti-discrimination, in fact they have different socio-cultural and historical backgrounds. For example, in terms of anti-discrimination, although the focus of the EU is generally on problems such as immigration and religious discrimination, such as Islamophobia; The deep-seated reasons for discrimination in Latin America stem from colonial rule, impacting indigenous people. The paper has found that effective AI governance requires deep localisation modifications of transplanted regulatory models, and rules and implementation systems suitable for the specific cultural environment need to be developed; Only then can an appropriate regulation for the Digital Age be generated.

Abstract: This article’s primary goal is to examine audiobooks as a context through which the interaction between human and Synthesized Voice generated by AI has become socially meaningful. More broadly, this study approaches audiobooks as a communicative process in which meaning is not transmitted but constructed through interaction between human listeners and technological agents. The new researches indicates that the audiobooks in social-technical context created new interaction between human listeners, making the AI-generated voice socially meaningful. While audiobooks have traditionally been treated as a convenience-based extension of print reading, Recent developments in AIGC have transformed audiobooks into a context in which listeners engage not only with narrative content but also with synthetic voice as a socially interpretable entity. This shift is making AI generated audiobook narration to be fundamentally experiential. Unlike traditional audiobooks, which voice is perceived as an actor. In other words, artificial intelligence-synthesized sound is a symbol of social significance. In the context of audiobooks, it interacts deeply with people, shapes people’s cognition as part of people’s daily life. In this context, speech synthesis functions as a media technology that participates in an actor network with listeners, whereby human and technological agents reciprocally influence one another and collaboratively produce social significance. This paper makes three key contributions. First, it reconceptualizes audiobooks as sociotechnical interaction sites rather than passive media formats, highlighting the active role of synthetic voice in shaping user experience. Second, it integrates CASA and ANT to provide a multi-level theoretical framework that explains synthetic voice as both a perceived social actor and a networked actor. Third, it proposes a four-stage mechanism model that specifies how social meaning is constructed through interaction with AI-generated narration.

Abstract: This study examines the cultural, historical, and architectural significance of a segment of the Qhapaq Ñan, or Great Inca Road, located in the municipality of Ancoraimes, in a small community named Ispaya Grande, in Bolivia, and evaluates its current state of conservation. The Qhapaq Ñan formed an extensive pre-Hispanic transportation network that interconnected political, economic, and ceremonial centers throughout the Andean region. Therefore, the segment analyzed here represents not only a physical route but also a cultural axis deeply embedded in the collective memory and territorial identity of Aymara communities. Ethnographic observation of communal practices further reveals the continued ritual use of the road through ceremonies and collective gatherings, highlighting its function as a living cultural space rather than a static archaeological vestige. These practices reinforce social cohesion, affirm territorial belonging, and sustain cultural continuity within the Aymara population. However, the research also identifies progressive deterioration of this segment of the Qhapaq Ñan, primarily due to changes in vegetation, the accumulation of solid waste, and climatic stressors that have compromised its original structure. Despite these impacts, the road’s sustained symbolic and functional relevance maintains its outstanding heritage value and underscores the urgent need for curative conservation measures and community-engaged management approaches.

Abstract: This study investigates the piano style of Johannes Brahms (1833–1897), a prominent German composer of the nineteenth century, through an analysis of his Piano Sonata No. 3 in F Minor, Op. 5, one of the most representative works from his early compositional period. The research aims to explore the formal structure, thematic development, harmonic language, rhythmic characteristics, and textural writing of the sonata, revealing Brahms’s integration of Classical compositional principles with Romantic expressivity. The study adopts multiple research methods, including musical analysis, which examines motivic development, rhythmic organization, and pianistic texture. In addition, the study incorporates polyphonic analysis to understand how Brahms weaves multiple independent lines, a version comparison method to examine differences in early drafts or editions, and harmonic analysis to highlight chord progressions and tonal centers. Furthermore, a comparison of these methods helps uncover the structural unity of the sonata. Performance considerations, such as voicing, articulation, and tempo flexibility, are also analyzed to provide practical guidance for performers. The findings suggest that Piano Sonata No. 3 not only demonstrates Brahms’s remarkable compositional maturity at an early age but also foreshadows key stylistic features of his later works, offering valuable insights for both music scholars and performers.

Abstract: Max Reger’s Three Suites for Solo Cello, Op. 131c, occupy a significant place in the cello repertoire as among the earliest major unaccompanied cello works composed after Johann Sebastian Bach’s Six Cello Suites. Reger’s deep admiration for Bach and his extensive study of Bach’s music profoundly influenced his compositional style. This study aims to examine the extent to which Bach’s compositional characteristics are reflected in Reger’s cello suites and to identify the musical elements that demonstrate this influence. This research employs comparative musical analysis of Reger’s Three Suites for Solo Cello, Op. 131c, alongside Bach’s Six Cello Suites and Sonatas and Partitas for Solo Violin. The analysis focuses on formal structure, melodic design, rhythmic patterns, harmonic organization, and contrapuntal techniques. The findings reveal that Reger incorporated numerous features associated with Bach’s compositional style. These include the use of preludes, fugue writing, Baroque dance movements, melodic sequences, scalar passages, arpeggiated textures, and polyphonic writing. Reger’s suites also demonstrate similarities to Bach’s works in movement organization, thematic materials, and contrapuntal treatment. At the same time, Reger reinterpreted these Baroque elements through a late-Romantic musical language characterized by richer harmony and denser textures. The study concludes that Reger’s cello suites represent both a continuation and a transformation of Bach’s compositional traditions. By combining Baroque structural principles with nineteenth-century musical aesthetics, Reger created works that honor Bach’s legacy while contributing to the development of the modern solo cello repertoire.

Abstract: Counter-urbanization or regional decentralization since the late 1970s in the United States initiated the polarization reversal tendencies and the decentralization of population, commercial, and industrial activities to the suburbs, intermediate-sized cities, and small towns. Is the present phase of migration and settlement a myth or reality in the State of Georgia? The study analyzed the recent population movement and dynamics in Georgia using the counties and their cities as units of analysis. The study was exploratory and explanatory in nature, using descriptive statistics such as totals, ratios, averages, and tables and graphs. The research effort established the final destination of migrants from urban as well as rural areas, therefore the concept of “equifinality.” The study supports the counter-urbanization theorization, whereby the small and middle-sized cities in the orbits of large central cities of the metropolitan statistical areas (MSAs) grow at the expense of the large cities’ population decline or stagnation or modest growth.

Abstract: China’s rapid social and economic transformation over the past few decades has brought remarkable prosperity, yet it has also exposed prominent social and corporate management problems, among which the correlation between employees’ mental health and corporate management practices has become a heated topic. The serial suicide incidents at Foxconn, a leading global electronics foundry, stand as a typical case reflecting this issue. Foxconn’s core workforce consists of the new generation of migrant workers, who are generally perceived to have weak pressure resilience and fragile personalities, making it difficult for them to adapt to the company’s militarized management model. Within less than a year, 18 Foxconn workers attempted suicide by jumping off buildings, arousing widespread public concern worldwide. Unlike previous studies that focused on corporate efficiency and value creation from the enterprise’s perspective, this paper analyzes the specific details of the 18 suicide cases and the self-report of a survivor, centering on workers’ emotional health. It verifies that flaws in Foxconn’s management practices are the core cause of the suicide incidents. From the perspectives of scientific management, dormitory management, and human resource management, the paper further explores how each management practice erodes employees’ emotional health and leads to the tragic outcomes. Finally, based on existing research and the analysis of this study, practical and targeted suggestions are proposed to prevent the recurrence of similar tragedies, with the aim of providing references for corporate management optimization and the protection of employees’ mental health.

Abstract: As early as the nineteenth century, a new concept of music had been developing in the West. World fairs were a crucial means of introducing gamelan music to Western audiences. Through these historical expositions, gamelan influenced many twentieth-century Western composers and encouraged the incorporation of non-Western musical elements into Western compositions. This influence demonstrates composers’ deep engagement with gamelan music and its distinctive musical characteristics. In addition, gamelan also influenced Western colleges and universities through important historical figures, composers, and events, contributing to the development of the concept of bi-musicality. The purpose of this study is to examine the influence of gamelan music on twentieth-century Western music and music education. Using historical research and musical analysis, this article investigates how gamelan music affected the compositional styles of Claude Debussy, Colin McPhee, and Benjamin Britten, and explores how gamelan became integrated into Western academic institutions through the promotion of bi-musicality. The findings indicate that these composers incorporated various elements of gamelan music into their works, including scale systems, textures, ostinato patterns, rhythmic structures, and timbral characteristics. Furthermore, gamelan ensembles and performance-based learning approaches played an important role in expanding ethnomusicological studies in Western universities. The study concludes that gamelan not only influenced the compositional language of major twentieth-century composers but also contributed significantly to cross-cultural musical exchange and the development of music education in the West.

Abstract: The integration of artificial intelligence (AI) into music education has introduced transformative possibilities for piano pedagogy, particularly in the areas of technical development and musical expression. This study examines the role of AI-assisted tools in enhancing piano instruction by analyzing their impact on learning efficiency, performance accuracy, and interpretative depth. Through a synthesis of existing literature and pedagogical practices, this paper explores how AI technologies—such as real-time feedback systems, motion analysis software, and intelligent accompaniment platforms—contribute to individualized learning experiences. AI-assisted piano pedagogy offers significant advantages in technical training by providing immediate, objective, and data-driven feedback. These systems enable students to identify errors in rhythm, articulation, and dynamics more efficiently than traditional methods. Furthermore, AI technologies support the development of expressive performance by analyzing phrasing, timing, and tonal variation, thereby guiding students toward more nuanced interpretations. However, the study also addresses potential limitations, including over-reliance on technology, reduced teacher-student interaction, and challenges in capturing the subjective and emotional dimensions of musical expression. The balance between technological assistance and human artistic guidance remains a critical concern in contemporary pedagogy. This paper argues that AI should not replace traditional teaching but rather function as a complementary tool that enhances both technical precision and expressive awareness. By integrating AI into piano pedagogy, educators can create more adaptive, efficient, and engaging learning environments while preserving the essential artistic and humanistic aspects of musical training.

Abstract: In response to the dilemmas in traditional rural landscape design education, this study takes Henggang Village, a typical Jiangnan watertown in Jiaxing, as a practical carrier to explore a data-driven teaching reform model integrating landscape narration, sensory experience and aesthetic perception. Based on field surveys and questionnaire data from 330 visitors, this research constructs an integrated evaluation system by combining the Activity-setting-Experience-Benefit (AESB) and Plot-Experience-Assessment-Reflection (PEAR) models, and systematically analyzes tourists’ demographic features, behavioral preferences, spatial perceptions and experiential feedback. The findings indicate that visitors highly appreciate the natural scenery, artistic spaces and humanistic environment of Henggang Village, while the perception of folk customs and historical context remains weak, and the interactivity of cultural activities and some functional landscapes needs improvement. Accordingly, this study proposes a closed-loop teaching framework of “narrative theory–case analysis–investigation–design optimization”, which effectively addresses the deficiencies of conventional courses such as overemphasis on form rather than connotation and insufficient practical training. This teaching mode enhances students’ abilities in cultural translation, spatial narration and evidence-based design innovation, provides a replicable paradigm for rural landscape curriculum reform, and offers empirical support for the sustainable development of rural cultural tourism.
